Cody Carroll

Deputy Chief Investigator, Rocky Mountain Eagle Eye
Paramedic & EMS Leader · 19+ Years in Emergency Medical Services, Public Safety & Quality Assurance

About Cody

I’m Cody Carroll, Deputy Chief Investigator at Rocky Mountain Eagle Eye, a Colorado private investigation firm based in Golden and serving Denver and the Front Range. I came to investigative work after more than 19 years in Emergency Medical Services, education, healthcare, public-safety leadership, process improvement, research, and quality assurance. Those are different jobs on paper, but they share one requirement: get the facts right, write them down accurately, and be able to stand behind them later.

Aside from my investigative work, I am still a practicing Paramedic and EMS leader in the Denver metro area. That keeps me current on how emergencies actually unfold, how agencies coordinate, and how records get scrutinized after the fact, which is the same lens I bring to every case at RMEE.

Background

Before joining Rocky Mountain Eagle Eye, I served in both Texas and Colorado in progressively more responsible EMS roles:

  • Paramedic — front-line patient care and scene management
  • Field Trainer — training and evaluating new providers on protocol, documentation, and decision-making under pressure
  • EMS Captain — supervising crews and coordinating with partner agencies on active calls
  • Education Program Coordinator and Instructor — building and delivering training programs
  • EMS Chief — agency-level leadership, policy, personnel, and accountability

Across those roles my responsibilities included leadership and management of personnel, coordination with partner agencies and governmental entities, responses to litigation and other legal actions, developing policies and procedures, strengthening documentation practices, and critical decision-making when the stakes were high and the information was incomplete.

How That Experience Shows Up in Investigative Work

Public safety and private investigation are more alike than most people expect. Both are judged on the quality of the record you leave behind. Here is how my EMS background translates directly to the work I do for RMEE clients:

  • Documentation. In EMS, the report is the case. I spent years writing, reviewing, and strengthening documentation that would be read by physicians, regulators, and attorneys. At RMEE, that same discipline goes into surveillance logs, case notes, and the written reports our clients receive, which are built to be clear, factual, and defensible.
  • Reliable timelines. Emergency care runs on accurate times: when a call came in, when a crew arrived, when each intervention happened. Investigations are no different. Time-stamped observations and a clean sequence of events are what make evidence useful in a custody matter, an insurance claim, or a civil dispute.
  • Litigation and legal response. As an EMS leader I was responsible for responding to litigation and other legal actions, which means I understand how records are challenged and what holds up when they are. That informs how we prepare case files and how our investigators support attorneys and testify when needed.
  • Chain of custody and procedure. Healthcare and public safety are governed by protocol for a reason. I understand the importance of adherence to procedure in obtaining and validating evidence, and RMEE produces its documentation to professional chain-of-custody standards so it is ready for court if a case gets there.
  • Careful observation and objectivity. In both fields the truth is often found in the details, and even a slight oversight can change the outcome of a case. I approach every matter with discretion, discipline, objectivity, and attention to detail, and I report what the evidence shows, not what anyone hopes it will show.

What Cody Works On at RMEE

As Deputy Chief Investigator I work alongside our founder, Brandon Richardson, across the firm’s caseload. Depending on the matter, that includes:

  • Surveillance operations — assisting with the discreet, documented surveillance investigations RMEE conducts for domestic, custody, insurance-fraud, and legal-support matters, including time-stamped photo and video documentation.
  • Case preparation — coordinating the plan, objectives, and file organization for investigations ranging from infidelity cases to criminal defense investigations and corporate matters.
  • Records review — reviewing public records, court filings, and case materials that support background checks, fraud investigations, and skip-trace work.
  • Process service support — helping deliver the court-compliant process service RMEE provides across Colorado counties, where documented attempts and accurate affidavits matter.
  • Client contact — keeping clients informed throughout an investigation, which RMEE treats as part of the job rather than an afterthought.
